ARD/ZDF hold a sub-license for 60 matches under Germany's State Media Treaty (Medienstaatsvertrag), which legally requires events of 'considerable social significance' - opening match, semi-finals, final and all German national-team games - to be shown free-to-air, so the most important games are guaranteed free. Geo-restriction: ARD/ZDF/MagentaTV streams are licensed for Germany and are blocked abroad; outside the EU you generally cannot stream them (within the EU, EU portability rules let existing paid subscribers access their home service while travelling, but the free public-broadcaster streams are not guaranteed abroad). 4K/HDR is available only on MagentaTV; ARD/ZDF broadcast in HD, not 4K.
